From what I've seen, only 5 to 10% of CVs make the shortlist. The easiest way past that is to find someone internal to refer you, and use your referrer to find the hiring manager directly.

If you can't, message them anyway. It's fine. When I hired an EM for my team I got quite a lot of direct contact, through LinkedIn, through referrers, even through my manager. I invited a few of them to interview.

Open with empathy. Hiring managers and recruiters get overwhelmed easily. Connect with your intention, show you're a good fit, and make it personal.
